At the request of H. E. Benon Sevan, Director, Officer of the Iraq Program, on June 13, 2002, 12 noon, a meeting took place at the office of the Iraq Program Head Quarters.  Present were Prime Minister of Kurdistan Regional Government Mr. Nechirvan Barzani, Dr. Shafiq Qazzaz, Minister of Humanitarian Aid and Cooperation, and Nijyar Shemdin, Kurdistan Regional Government Representative to the United States. 

At one O’clock Mr. Farid Zarif, Senior Humanitarian Affairs Officer, OIP, Mr. Christer Elfverson, Director, Program Management Division, OIP and an advisor to Mr. Sevan joined in the meeting. 

During an hour of discussion many issues regarding 986 program were raised.  Among those the new SCR1409 and how it will affect the implementation of Oil for Food Program in Iraqi Kurdistan.  Other outstanding issues such as local procurement, ownership, re-allocation of funds among various phases, common roof concept and policy were also talked about. 

It was agreed that a separate session be held tomorrow noon 14, between Mr. Sevan’s aides, Dr. Shafiq Qazzaz and Nijyar Shemdin to follow up on these matters. 

The appointment of a new Deputy Coordinator for Kurdistan was also discussed.  Also specifically mentioned was the issues of capacity building of UN agencies and the need for a time frame for completion of projects by them.
